Primary Functions:

To ensure Metallurgical best practice across the production and expansion operations of AML, supporting and enhancing production operations, focusing on short-term operational efficiency, process optimization, and technical innovation. The Metallurgy Manager is responsible for ensuring operational efficiency, technical innovation, and the development of local talent. The Metallurgy Manager will lead projects related to commissioning, process optimization, and system development while overseeing the plant’s chemical and metallurgical laboratories.

Main customers to which position provide service or support includes Production Manager, Maintenance Manager, Mining Manager, Technical Service Manager, Quality Control manager, and Supply Chain Manager

Major Duties:

Core Accountabilities 

Environment, Health, and Safety 

  • Comply with all aspects of ArcelorMittal and ArcelorMittal Liberia policies and values including the AML Code of Conduct, and when required provide leadership and direction of safety management across all facets of the position.
  • Actively contribute to project site safety policy and new initiatives and implement change as directed by the Deputy Project Director and / or Senior Construction Manager
  • Ensures adherence and compliance to EHS policies, procedures, programs, practices, and campaigns across the concentrator.
  • Ensures risk assessments are conducted on critical equipment, systems, procedures, and tasks within his/her responsibility areas.
  • Conducts regular health and safety talks with subordinates to reinforce EHS and related messages and decisions.
  • Ensures safety and lock-out procedures applicable to the section are understood and complied with.
  • Ensures appropriate PPE and safety equipment is used and worn within the section.
  • Ensure all incidents are reported and investigated according to Company and statutory requirements and all recommended corrective actions are completed.

Metallurgy Planning 

  • Provides strategic metallurgical guidance to the operation shift heads to ensure alignment to the business and long-term plans.
  • Aligns metallurgical planning to the mine strategic plan.
  • Initiates metallurgical production optimization projects.
  • Plans alterations and modifications of existing plants and expansion projects prior to engaging with CTO team.
  • Establishes and plans for revisions of metallurgical policies, procedures, and standards.

Training and Development 

  • Develop and implement training programs for local metallurgists, enhancing their technical skills and fostering a culture of continuous improvement.
  • Mentor and coach technical staff to build a high-performing team.
  • Establishes departmental training and development schedules with specific attention to National and Local employees as part of the Company’s Training and Localization Plan.
  • Develop a succession plan for future direct report roles.

Quality Assurance 

  • Oversee the chemical and metallurgical laboratories, ensuring accurate assay results and the continuous improvement of metallurgical processes.
  • Implement quality control measures and ensure compliance with safety and environmental regulations.
  • Manages metallurgical test work to establish whether current plants can meet customer requirements.
  • Initiates and manages any modifications or plant adjustments arising from test work.
  • Ensures plant performance measurements are conducted post modification/adjustment and reports thereon.
  • Ensures that metallurgical feasibility studies conducted on the mine are aligned to the mine quality standards.

Technical Advice, Liaison and Coordination 

  • Provides metallurgical technical advice to operational management and staff.
  • Ensure that the mine metallurgical standards are aligned to international best practice.
  • Ensures that internal and external metallurgical audits are conducted, and findings appropriately reported and acted on.
  • Coordinate closely with the geology (GeoMet) department to optimize the mine to mill process, ensuring resource efficiency and operational effectiveness.
  • Act as the primary liaison with the port for concentrate dispatch schedules and reconciliation, ensuring optimal logistics and transportation efficiency.

Systems

  • Design, implement, and manage metal accounting systems to ensure accurate production measurement and reporting.
  • Develop and refine operational and metallurgical documents and systems for enhanced efficiency and compliance.

Research and Development 

  • Manages the testing of new technology available on the market and makes recommendations to management.
  • Ensures that feasibility studies are conducted on available AML deposits to determine its treatable properties and economic viability.
  • Manages the development of process flow diagrams to assist in the development and design of treatment options.
  • Participate in the development of piping and instrumentation diagrams for

Management of Departmental Resources 

  • Organizes departmental resources to meet sectional objectives.
  • Co-ordinates the activities of direct subordinates via planning and report back meetings.
  • Maintains and encourages cohesiveness, teamwork, and morale.
  • Establishes effective communication channels to promote effective information-sharing and decision-making to support the achievement of the mine’s objectives.
  • Ensures the correct manning levels with appropriate competencies and skills are in place for the section.
  • Manages budgets (requested and allocated) and thereby costs, for the achievement of planned activities and objectives.
  • Performance manages subordinates to ensure outputs are met.
  • Takes corrective action timeously to correct performance levels of subordinates.
  • Adopts and addresses the continuous improvement of all aspects of the operations.

Requirements for this position:

Essential

  • Degree in Metallurgy, Chemical Engineering, or a related field from a reputable institution.
  • Minimum 15 years’ experience in both production and technical roles within heavy minerals concentrator or mineral processing environment, which 5 years will have been in a mid-management position.
  • Proven experience in project management, commissioning, and the development of technical systems.
  • Strong leadership skills with experience in developing and mentoring technical teams.
  • Excellent communication and liaison abilities, with the capacity to work effectively across different departments and external partners.
  • Knowledge of current industry best practices and a commitment to continuous learning and improvement.
  • Prior experience in similar operational or project roles in Africa, particularly West Africa with demonstrated and measurable positive outcomes will be an advantage.

ABOUT THE TEAM
ArcelorMittal Liberia (AML) is operating inside Liberia since 2006, where we are employing approximately 1600 employees and about 1000 contractors mainly in the area of security as well as in transactional manual work like Bush cutting keeping the railway and our concession area free of natural overgrowth, as well as putting tarpaulins on the railcars etc.
In Liberia we are running operations, spread over three locations, our harbour, and our Main offices in Buchanan, and the Nimba region the mines, existing of multiple mining locations at Tokadeh, Gangar and Yuelliton and a Crushing plant and rail loading facility, serviced by our own accommodation settlement in Yekepa.
These locations are all connected with a 260 km Railroad, operated, and managed by AML, as per the MDA between ArcelorMittal and the government of Liberia.
Currently 5 mtpa iron ore (DSO -Direct Shipping Ore) are produced, which will be phased out in the next few years and replaced with Iron Ore Concentrate. The Phase 2 project aims to increase export of Iron Ore to 15 mtpa (concentrate). This was restarted end 2020 after it was put on hold in 2014 due to Ebola outbreak in. Significant civil construction work was already well advanced when the project was put on hold. Phase 2 of the project consist of an iron ore concentrator at the mine, rehabilitation and upgrade of Rail line, and a new iron ore bulk handling terminal in the port.
