Primary Functions:

The Production & Maintenance Coordinator/Specialist for the Concentrator plant – has the overall responsibility to manage the Operational and Maintenance functions of the Concentrator Plant, by having oversight, that all resource requirements (quality and quantity) are always available, through Planning, Leading, Organising, Controlling and Execution, to ensure a continuous and smooth operation.

The Production & Maintenance Coordinator/Specialists is responsible for coordinating all activities and performances from people within the following departments or disciplines.

  • Process department
  • Civil department
  • Mechanical department
  • Instrumentation & Control department
  • Design (Drawing Office) department
  • Piping engineering department
  • Electrical department

Further responsibilities, includes aiding with all relevant P2 Project execution plans and associated Concentrate production ramp-up planning, established in line with the defined P2 KPI’s. This includes the establishment of operationally ready systems, processes, infrastructure, resources and skills and procedures to ensure steady state operations (15Mt/a) can be achieved.

Major Duties of Job Holder

Core Accountabilities:

  • Comply with all aspects of ArcelorMittal and ArcelorMittal Liberia policies and values including the AM Code of Conduct, and when required provide leadership and direction of safety management across all facets of the position.
  • Ensures that the quality of the work performed by “Production and Maintenance” is in accordance with standard, procedures, and client’s requirements.
  • Should have ability for effective People Management & overall administration.
  • Periodically assess competency and performance of any direct reports against business requirements and prepare developmental and corrective plans as necessary.
  • Ensure deployment of knowledge to subordinates.
  • Develop and implement effective communication processes to maintain and motivate employees, ensuring they work to achieve the best outcomes.
  • Training requirements and career planning (horizontal and vertical) to achieve short- and long-term objectives.
  • Continuously seek (or encourage others to seek) different and innovative approaches to addressing production and maintenance related organisational or technical problems and opportunities.
  • Build relationships with Concentrator project Owners Team execution and CM functional Leads, and AML internal stakeholders, to ensure operational readiness issues/problems are addressed and resolved effectively in a timely manner.
  • Benchmarking with other projects to find areas of improvement.
  • Ensure compliance with Environmental emission regulations.
  • Monitor House Keeping and Health & Safety in the plants.
  • Ensure availability & proper deployment of Manpower.
  • Assist in the development of MIS as required.
  • Budgets for overhead and internal projects.

Project Specific Accountabilities

Accountabilities and responsibilities include:

  • The maintenance dedicated to that shift for the whole plant to optimize equipment availability.
  • Supervision of artisan and operators to always optimize utilization and throughput.
  • Co-ordination of production balance between various plant capacities.
  • Quality control of processes and co-ordination between mining, grade control, plant, and laboratory
  • Identification and implementation of improvement projects to reduce trade costs and increase production.
  • Liaise with and manage contractors.
  • Liaises with Operational Readiness Leads to ensure that satisfactory progress is being made on all Project related activities to achieve maximum profitability and schedule compliance.
  • Controls, on an overall basis, the resources within “Engineering” office.
  • Assesses the performance of key personnel.

Safety 

  • Provide leadership necessary to ensure employees and any OEM’s / Contractors adhere to safety and environmental standards that meet or exceed industry standards and any applicable legislation.
  • Ensure all newly appointed Operations personnel are adequately inducted in their work area and are aware of all workplace rules and critical procedures applying at the workplace.
  • Actively contribute to project site safety policy and new initiatives and implement change as directed by the Deputy Project Director and / or Senior Construction Manager
  • Develop and promote a pro-active operations safety culture by the identification, development, and review of safe practices and procedures and by ensuring the awareness of all departmental personnel.
  • Ensure all incidents are reported and investigated according to Company and statutory requirements and all recommended corrective actions are completed.
  • Ensure all health and hygiene risks in the “work areas are identified and controlled.

Environment 

  • Ensure environmental programs are legally compliant during Concentrator commissioning and the risk is reduced to environmental incidents through:
    • Participation in the development and enforcement of appropriate procedures
    • Provision of awareness and skills training to ensure a competent workforce.

Reporting 

  • Deliver reports to the Operational Readiness Lead and Project Owners team on agreed performance indicators and to agreed standard and schedule.

Employee Development: 

  • Develop and maintain an operation’s departmental structure that adheres to ArcelorMittal policies, enables teamwork and personal development while focusing on the achievement of results.
  • Ensure training and coaching is provided to all department employees, with specific attention to National and Local employees as part of the Company’s Training and Localisation Plan.
  • Ensure all members of the operations and maintenance department have clearly defined accountabilities and roles and that individual development plans are in place to enable goals to be achieved.
  • Ensure all members of the operations and engineering department receive feedback on their performance and participate in formal GEDP and performance review processes.
  • Develop a succession plan for future direct report roles.

Education Requirements. 

Essential

  • Relevant Tertiary Qualification and professionally qualified– Engineering (national artisan trade certificate/engineering degree)
  • Minimum 15 years plant operations and maintenance experience, from occupying artisan position, planning position and management position.
  • Thorough knowledge of operation & maintenance of ball mills, crushing & screening, grinding, classification, magnetic separation, thickening.

Desirable

  • Millwright qualification
  • Post Graduate Management Qualification

Key experiences needed prior to taking this position. 

Essential

  • Relevant training, extensive knowledge and experience in SHEQ and Mine Health and Safety Act.
  • Proven and measurable supportive leadership of safety behaviours and systems within a large project commissioning and ramp up environment.
  • SAP knowledge in PM and MM modules.
  • Broad Knowledge of All Engineering Design & Principles
  • Extensive Knowledge of National and International Standards
  • Sound knowledge of Engineering Management techniques, -tools and -software
  • Extensive Management of Department
  • Thorough understanding of operations and the project requirements as they relate to scope, cost and schedule.
  • Management experience in commissioning and ramp up.
  • Extensive knowledge of Microsoft Office packages
  • Sound Knowledge of quality systems (ISO 9001)
  • Initiative-taking and practical ‘out of the box’ thinker and creator of executable and measurable solutions and plans that acts as a delivery agent.
  • Demonstrated and measurable application of continuous operational improvement ideas that respond to the operational/project challenges that arise in each phase, discipline or function of a project in execution.
  • Demonstrated and measurable experience in reacting, investigating, and responding to project commissioning or operational incident/accidents on multi-discipline construction projects.

Desirable

Prior experience in similar operational or project roles in Africa, particularly West Africa with demonstrated and measurable positive outcomes will be an advantage.

ABOUT THE TEAM
ArcelorMittal Liberia (AML) is operating inside Liberia since 2006, where we are employing approximately 1600 employees and about 1000 contractors mainly in the area of security as well as in transactional manual work like Bush cutting keeping the railway and our concession area free of natural overgrowth, as well as putting tarpaulins on the railcars etc.
In Liberia we are running operations, spread over three locations, our harbour, and our Main offices in Buchanan, and the Nimba region the mines, existing of multiple mining locations at Tokadeh, Gangar and Yuelliton and a Crushing plant and rail loading facility, serviced by our own accommodation settlement in Yekepa.
These locations are all connected with a 260 km Railroad, operated, and managed by AML, as per the MDA between ArcelorMittal and the government of Liberia.
Currently 5 mtpa iron ore (DSO -Direct Shipping Ore) are produced, which will be phased out in the next few years and replaced with Iron Ore Concentrate. The Phase 2 project aims to increase export of Iron Ore to 15 mtpa (concentrate). This was restarted end 2020 after it was put on hold in 2014 due to Ebola outbreak in. Significant civil construction work was already well advanced when the project was put on hold. Phase 2 of the project consist of an iron ore concentrator at the mine, rehabilitation and upgrade of Rail line, and a new iron ore bulk handling terminal in the port.
