Descriptif du poste :

SETRAG (Société d’exploitation du Transgabonais) opère le chemin de fer reliant Libreville à Franceville au Gabon sur une distance 648 km.  Elle s’occupe principalement du transport de marchandises et de voyageurs.

Le Transgabonais fait l’objet d’un ambitieux Programme de Remise à Niveau – PRN (Projet) afin d’améliorer la performance du chemin de fer par des actions de modernisation et de sécurisation.

Le Project Contract Manager (PCM) définit et met en œuvre la gestion de tous les aspects contractuels et s’assure de la bonne maîtrise des risques et la recherche d’opportunités du (des) contrat(s) principal(aux) du Projet. Le PCM est responsable de la mise en place des bonnes pratiques du Contract Management afin d’assurer la bonne exécution du projet conformément aux objectifs de SETRAG. Le PCM gérera la conformité de l’exécution des opérations aux exigences contractuelles et réglementaires énoncés dans le (les) contrat(s) principal(aux).

Poste rattaché à la Direction des Achats SETRAG et Responsable Contract & Claim Management du Groupe.

Localisation du poste : Libreville, Gabon

 

Principales missions :

Gestion des risques et opportunités : durant toutes les phases du cycle de vie des contrats par :

  • La maîtrise des risques identifiés en prévoyant les mesures des mitigations dans le cadre de l’élaboration et la négociation du(des) contrat(s) principal(aux).
  • L’identification, le traitement et le suivi de risques pendant l’exécution du(des) contrat(s) principal(aux)
  • La recherche des pistes d’opportunités et le suivi

Administration de contrats : Gérer la bonne application des conditions contractuelles par :

  • La gestion documentaire
  • La gestion des notifications
  • Le suivi des obligations et des paiements
  • La Gestion des Non-conformités
  • La clôture du contrat

Gestion de Modifications :

Gérer les impacts dues aux changements :

  • Des conditions d’exécution du(des) contrat(s) principal(aux)
  • Des conditions externes du(des) contrat(s) principal(aux)

Gestion de la Performance du(des) Contrat(s) :

  • Le suivi des indicateurs de performance
  • Le suivi de quantités, de la qualité, délais
  • Suivi du plan d’action
  • La participation au plan d’amélioration, plan de progrès, plan d’optimisation

Gestion des Réclamations : protéger SETRAG contre les réclamations des fournisseurs ou prestataires et rechercher des pistes de réclamation pour remboursement ou compensation par :

  • L’élaboration et négociation des Réclamations
  • L’analyse du fondement et de la quantification des Réclamations
  • La négociation d’accord amiable dans l’intérêt des parties afin d’éviter des litiges

Votre Profil :

  • De formation Bac+5 vous justifiez d’une expérience de minimum de 10 ans dans la gestion des contrats sur des projets de construction génie civil ou projets industriels.
  • Vous avez acquis une solide expérience en gestion de contrats complexes internationaux de type FIDIC.
  • Vous avez une expertise quantity survey / calculs
  • Votre niveau d’anglais est courant
  • Vous avez un bon leadership et des aptitudes en négociation

Job description:

SETRAG (Société d’exploitation du Transgabonais) operates the railroad linking Libreville to Franceville in Gabon over a distance of 648 km.  It is mainly involved in the transport of goods and passengers.

The Transgabonais is the subject of an ambitious Upgrade Program – PRN (Project) to improve the performance of the railway through modernization and safety.

The Project Contract Manager (PCM) defines and implements the management of all contractual aspects and ensures that the risks and opportunities of the main contract(s) of the Project are well controlled. The PCM is responsible for implementing good contract management practices to ensure proper execution of the project in accordance with SETRAG’s objectives. The PCM will manage the compliance of the execution of operations with the contractual and regulatory requirements set forth in the prime contract(s).

Position reports to the SETRAG Purchasing Department and is responsible for Contract & Claim Management of the Group.

Job location: Libreville, Gabon

 

Main missions :

Risk and opportunity management: during all phases of the contract life cycle by :

Controlling identified risks by providing mitigating measures during the development and negotiation of the main contract(s).
The identification, treatment and monitoring of risks during the execution of the main contract(s)
Lead tracking and follow-up

Contract Administration: Manage the proper application of contractual terms and conditions through :

  • Document management
  • Management of notifications
  • Follow-up of obligations and payments
  • Management of non-conformities
  • Contract closure

Change Management:

Manage impacts due to changes in:

  • Performance conditions of the prime contract(s)
  • External conditions of the prime contract(s)

Performance Management of the Contract(s):

  • Monitoring of performance indicators
  • Monitoring of quantities, quality, deadlines
  • Follow-up of the action plan
  • Participation in the improvement plan, progress plan, optimization plan

Claims Management: protect SETRAG against claims from suppliers or service providers and seek out avenues of claim for reimbursement or compensation by :

  • The elaboration and negotiation of claims
  • Analysis of the basis and quantification of claims
  • Negotiating amicable agreements in the interest of the parties in order to avoid litigation

Your profile:

  • You have a minimum of 10 years experience in contract management on civil engineering or industrial projects.
  • You have acquired solid experience in managing complex international contracts of the FIDIC type.
  • You have an expertise in quantity surveying / calculations
  • Your level of English is fluent
  • You have good leadership and negotiation skills
