DESCRIPTION DU POSTE

Relevant du directeur PMO- le spécialiste en santé sécurité construction et projets assure la gouvernance et l’encadrement des agents de préventions selon les lignes directrices d’ArcelorMittal Exploitation Minière (AMEM). Il occupe le rôle d’agent de liaison entre l’équipe SST de AMEM et le PMO pour assurer la cohérence des pratiques et des attentes. Il collabore à l’analyse des outils et documents en place, participe à leur optimisation ainsi qu’à leur déploiement auprès des agents de prévention et chargés de projets du PMO. Il joue le rôle de conseiller dans les activités quotidiennes reliées aux travaux des entrepreneurs sur les sites et chantier de l’entreprise. En tant que spécialiste, il aura la tâche d’optimiser les processus et les performances en santé et sécurité des partenaires et entrepreneurs d’AMMC et d’assurer le respect des règles, normes et bonnes pratiques à travers les agents.

Principales responsabilités

  •  Assurer l’intégration et la coordination des agents SST pour les chantiers de construction sous la responsabilité du PMO.
  • Être l’agent de liaison entre PMO et l’équipe SST AMEM pour assurer la cohérence des communications et alignements.
  • Soutenir les entrepreneurs pour assurer une gestion efficace de la santé sécurité au travail pour les chantiers de construction et projets sous la responsabilité du PMO.
  • Supporter l’évolution des programmes corporatifs et auditer le maintien des procédures en place.
  • Participer à l’analyse des risques pouvant affecter le personnel et les actifs de l’entreprise et soulever les enjeux.
  • Recommander des solutions novatrices en conformités avec la règlementation en vigueur et les alignements corporatifs.
  • Participer activement à des comités, des projets d’amélioration continue, des formations, des enquêtes d’évènements.
  • Former, coacher et assister la communauté de projet d’AMEM pour augmenter leur diligence et connaissance en matière SST et améliorer nos performances et notre diligence en matière SST.
  • Procéder à la revue de plan de projets, contrats, analyse sécuritaire de tâches (AST) pour s’assurer de la conformité à nos mesures et normes et maximiser la performance SST au sein de l’organisation.

Exigences

  •  Diplôme universitaire en santé et sécurité au travail, sciences, ingénierie, administration, et/ou en ressources humaines avec spécialisation en SST OU DEC en environnement, hygiène et sécurité au travail OU diplôme ou toutes expériences professionnelles équivalentes.
  • Être titulaire du Cours de santé et sécurité générale sur les chantiers de construction délivré par l’ASP-Construction.
  • Détenir un minimum de dix (10) années d’expérience en santé et sécurité du travail dans le milieu de la construction.
  • Connaitre et interpréter les lois et règlements reliés à la santé et sécurité du travail, le Code de sécurité pour les travaux de construction et les principes de maitrise d’œuvre.
  • Démontrer d’excellentes aptitudes en relations interpersonnelles ainsi qu’une capacité à établir et entretenir des rapports solides et durables.
  • Faire preuve d’un sens pour la planification, l’organisation et la communication.
  • Être autonome, démontrer de l’initiative et être capable de traiter plusieurs dossiers simultanément.
  • Être orienté vers le travail d’équipe et les résultats.
  • Démontrer un esprit d’analyse pour la résolution de problèmes.
  • Maitriser l’environnement informatique tel que Microsoft Office incluant Excel, Word, Teams et PowerPoint.
  • Être disposé à voyager sur une base régulière.
  • Atout : Maitriser l’anglais parlé et écrit.

Horaire

JOB DESCRIPTION

Reporting to the PMO director – the specialist in health, safety, construction and projects ensures governance and supervision of prevention agents according to the guidelines of ArcelorMittal Exploitation Minière (AMEM). He plays the role of liaison between the AMEM OHS team and the PMO to ensure consistency of practices and expectations. He collaborates in the analysis of the tools and documents in place, participates in their optimization as well as their deployment to prevention agents and project managers of the PMO. He plays the role of advisor in daily activities related to the work of contractors on the company’s sites and construction sites. As a specialist, he will have the task of optimizing the health and safety processes and performances of AMMC’s partners and contractors and ensuring compliance with rules, standards and good practices across agents.

Main responsibilities

  •  Ensure the integration and coordination of OHS agents for construction sites under the responsibility of the PMO.
  • Be the liaison between PMO and the AMEM OHS team to ensure consistent communications and alignments.
  • Support contractors to ensure effective management of occupational health and safety for construction sites and projects under the responsibility of the PMO.
  • Support the evolution of corporate programs and audit the maintenance of procedures in place.
  • Participate in the analysis of risks that could affect the company’s personnel and assets and raise issues.
  • Recommend innovative solutions in compliance with current regulations and corporate alignments.
  • Actively participate in committees, continuous improvement projects, training, event surveys.
  • Train, coach and assist the AMEM project community to increase their OSH diligence and knowledge and improve our OSH performance and diligence.
  • Carry out a review of project plans, contracts, task safety analysis (AST) to ensure compliance with our measures and standards and maximize OHS performance within the organization.

Requirements

  •  University degree in occupational health and safety, science, engineering, administration, and/or human resources with specialization in OHS OR DEC in environment, occupational health and safety OR diploma or any equivalent professional experience.
  • Hold the general health and safety course on construction sites delivered by ASP-Construction.
  • Have a minimum of ten (10) years of experience in occupational health and safety in the construction industry.
  • Know and interpret the laws and regulations related to occupational health and safety, the Safety Code for construction work and the principles of project management.
  • Demonstrate excellent interpersonal skills as well as an ability to establish and maintain strong and lasting relationships.
  • Demonstrate a sense of planning, organization and communication.
  • Be autonomous, demonstrate initiative and be able to handle several files simultaneously.
  • Be oriented towards teamwork and results.
  • Demonstrate analytical skills for problem solving.
  • Master the IT environment such as Microsoft Office including Excel, Word, Teams and PowerPoint.
  • Be willing to travel on a regular basis.
  • Asset: Master spoken and written English.

Hourly

ABOUT THE TEAM
ArcelorMittal Liberia (AML) is operating inside Liberia since 2006, where we are employing approximately 1600 employees and about 1000 contractors mainly in the area of security as well as in transactional manual work like Bush cutting keeping the railway and our concession area free of natural overgrowth, as well as putting tarpaulins on the railcars etc.
In Liberia we are running operations, spread over three locations, our harbour, and our Main offices in Buchanan, and the Nimba region the mines, existing of multiple mining locations at Tokadeh, Gangar and Yuelliton and a Crushing plant and rail loading facility, serviced by our own accommodation settlement in Yekepa.
These locations are all connected with a 260 km Railroad, operated, and managed by AML, as per the MDA between ArcelorMittal and the government of Liberia.
Currently 5 mtpa iron ore (DSO -Direct Shipping Ore) are produced, which will be phased out in the next few years and replaced with Iron Ore Concentrate. The Phase 2 project aims to increase export of Iron Ore to 15 mtpa (concentrate). This was restarted end 2020 after it was put on hold in 2014 due to Ebola outbreak in. Significant civil construction work was already well advanced when the project was put on hold. Phase 2 of the project consist of an iron ore concentrator at the mine, rehabilitation and upgrade of Rail line, and a new iron ore bulk handling terminal in the port.
