Primary Functions:

The P2 Concentrator Metallurgist has the overall responsibility to ensure that all systems and components for the new AML Concentrator Plant are designed, installed, tested, operated, and maintained according to all metallurgical standard requirements of the owner.

This includes the following key activities that will ensure the successful transition and make ready the AML Concentrator operations through the project commissioning and ramp up phases:

  • Comply with all aspects of ArcelorMittal and ArcelorMittal Liberia policies and values including the AM Code of Conduct.
  • Support and participate in the training and development requirements of employees.
  • Apply metallurgical processes and principles during process design and capability reviews.
  • Interprets data and compiles reports as part of assessing process performance criteria and capability of new operations design.
  • Conduct metallurgical investigations/audits to ensure metallurgical equipment and process integrity and compliance with metallurgical standards.
  • Assist in planning and implementing commissioning plans.
  • Ensure that all commissioning documentation is completed and maintained according to project requirements.
  • Assist in identifying opportunities for optimization, improvement and debottlenecking existing concentrator plant design operability.
  • Advising line management with regards to potential, foreseeable production / product quality related problems.
  • Establish framework for monitoring and assessment of key performance production indicators and operational settings of plant.
  • Liaise with engineering to identify engineering opportunities for improvement.
  • Develop a trusting and mutual respect relationship with internal and external service suppliers.
  • Active participation to safety initiatives
  • Keep environmental impact within statutory requirements to ensure compliance to statutory requirements is met.
  • Adherence to safety standards

Major Duties of Job Holder

  1. Core Accountabilities

Co-ordination of metallurgical activities with reference to:

  • Conduct technical work packages, such as process design criteria documents, block flow diagrams, process flow diagrams, functional specifications, and other related technical documents and reports.
  • Conduct Metallurgical test programmes.
  • Generate options and trade-offs to recommend a design solution.
  • Represent the Metallurgical discipline in project teams.
  • Consult with operational personnel to align resource development with needs.
  • Ensure that projects are delivered on time and within budget.
  • Assist in the auditing of metallurgical processes.
  • Direct (coach) work of junior support staff
  • Build relationships with customers on a “working level” and communicate on all aspects of projects.
  • Compilation of technical documents and reports
  • Adhere to internal safety, health, and environmental regulations.
  • Develop own skills and capabilities.
  1. Project Specific Accountabilities

Co-ordination of activities with reference to:

  • Manage small projects with regards to resources, processes, technology, and equipment.
  • Assist QA/QC Manager in developing and implementing the QA / QC strategy AML.
  • Assist QA/QC Manager in setting of QA / QC standards.
  • Managing the QA / QC programme on behalf of AML.
  • Auditing QA / QC aspects of both projects and existing operations.
  • Supporting projects and operations on QA / QC matters.
  • QA / QC training of personnel

Provide instruction and training in the following courses:

  • Safe work practices, Job Safety Analysis (JSA), Hazard and Critical risk controls
  • Metallurgy processes theory e.g. comminution, gravity and magnetic separation, filtration, thickening and slimes disposal etc.
  • Technical details / safety aspects relating to relevant equipment, e.g. crushers, conveyors, mills, screens, cyclones, reflux classifiers, magnetic separators etc.
  • Materials Handling and Concentrator material flows
  • Operational monitoring and control, e.g. feed rates, flowrates, densities etc.
  • Operational problem-solving and troubleshooting
  • PLC’s and SCADA
  • Accurate Sampling (for operational control and product quality)
  • Design / write Training modules and assessment material.
  • “Off the job” and “on the Job” training coordination and assessment
  • Accurate recordkeeping, Data entry and document control

Safety 

  • Promote and demonstrate tidy, clean housekeeping and hazard free work areas.
  • Actively contribute to site safety policy and new initiatives and implement change as directed by the Materials Handling and Concentrator Managers.
  • Develop and promote a pro-active safety culture by identifying, developing, disseminating safe practices, procedures through awareness and working together as a team.
  • Actively promote, monitor, and enforce compliance with safe work practices.
  • Ensure all health, safety, environmental and hygiene risks are identified and address in the SOP’s and Risk assessments.

Environment 

  • Ensure environmental programs are legally compliant during Concentrator commissioning and the risk is reduced to environmental incidents through:
    • Participation in the development and enforcement of appropriate procedures
    • Provision of awareness and skills training to ensure a competent workforce.

Reporting 

  • Deliver reports to the Operational Readiness Lead and Project Owners team on agreed performance indicators and to agreed standard and schedule.

Employee Development: 

  • Participate in all required Employee Development programs.

Education Requirements. 

Essential

  • Professionally qualified:
    • Extractive Metallurgy / Mineral Processing Engineering, BEng or BTech in Metallurgical/Chemical Engineering essential
    • 3 Years operational experience during the completion of a Professional in Training Program or similar
    • Iron Ore Concentrator plant experience advantageous.

Desirable

  • Post Graduate Management / Project Management Qualification

Key experiences needed prior to taking this position. 

Essential

  • Proven and measurable leadership of safety behaviors and systems within a large project commissioning and ramp up environment.
  • Proven experience in commissioning and operation of Concentrator / Processing Plants, in Iron Ore and / or hard rock mining environments
  • Initiative-taking and practical ‘out of the box’ thinker and creator of executable and measurable operational readiness solutions and plans that acts as a delivery agent.
  • Demonstrated and measurable application of continuous business improvement ideas that respond to the operational/project challenges that arise in each phase, discipline, or function of a project in execution.

Desirable

  • Demonstrated ability to motivate and lead operations teams of varying skills and experience, where personnel are having diverse cultural backgrounds.
  • Excellent written and oral communication skills in English and show a commitment to understand local culture and impart your commissioning, operational and technical knowledge to the local Liberian commissioning personnel.
  • Seeks to engage with all people associated with the AML Operations and to understand, learn from and share cultural differences.
  • Demonstrated application of continuous improvement ideas

ABOUT THE TEAM
ArcelorMittal Liberia (AML) is operating inside Liberia since 2006, where we are employing approximately 1600 employees and about 1000 contractors mainly in the area of security as well as in transactional manual work like Bush cutting keeping the railway and our concession area free of natural overgrowth, as well as putting tarpaulins on the railcars etc.
In Liberia we are running operations, spread over three locations, our harbour, and our Main offices in Buchanan, and the Nimba region the mines, existing of multiple mining locations at Tokadeh, Gangar and Yuelliton and a Crushing plant and rail loading facility, serviced by our own accommodation settlement in Yekepa.
These locations are all connected with a 260 km Railroad, operated, and managed by AML, as per the MDA between ArcelorMittal and the government of Liberia.
Currently 5 mtpa iron ore (DSO -Direct Shipping Ore) are produced, which will be phased out in the next few years and replaced with Iron Ore Concentrate. The Phase 2 project aims to increase export of Iron Ore to 15 mtpa (concentrate). This was restarted end 2020 after it was put on hold in 2014 due to Ebola outbreak in. Significant civil construction work was already well advanced when the project was put on hold. Phase 2 of the project consist of an iron ore concentrator at the mine, rehabilitation and upgrade of Rail line, and a new iron ore bulk handling terminal in the port.
