Primary Functions:

- To manage and optimize plant maintenance operations, ensuring maximum efficiency, reliability, and compliance with environmental regulations.
- To foster a culture of continuous improvement, safety, and professional development within the maintenance team.
Major Duties:
Core Accountabilities
Environment, Health, and Safety
- Comply with all aspects of ArcelorMittal and ArcelorMittal Liberia policies and values including the AML Code of Conduct, and when required provide leadership and direction of safety management across all facets of the position.
- Actively contribute to project site safety policy and new initiatives and implement change as directed by the Deputy Project Director and / or Senior Construction Manager
- Ensures adherence and compliance to EHS policies, procedures, programs, practices, and campaigns across the concentrator.
- Ensures risk assessments are conducted on critical equipment, systems, procedures, and tasks within his/her responsibility areas.
- Conducts regular health and safety talks with subordinates to reinforce EHS and related messages and decisions.
- Ensures safety and lock-out procedures applicable to the section are understood and complied with.
- Ensures appropriate PPE and safety equipment is used and worn within the section.
- Ensure all incidents are reported and investigated according to Company and statutory requirements and all recommended corrective actions are completed.
Pre-Commissioning Phase/ Project Specific Accountabilities
- Collaborate with the construction and engineering teams to understand equipment specifications and installation processes.
- Develop a comprehensive maintenance strategy for the concentrator plant, including predictive, preventive, and corrective maintenance plans.
- Establish a maintenance management system, including the implementation of a Computerized Maintenance Management System (CMMS).
- Participate in the selection and procurement of maintenance tools, equipment, and inventory management systems.
- Coordinate with vendors and contractors for the setup of maintenance contracts and service level agreements.
Commissioning and Operation phase
- Lead the transition from construction to operations maintenance, ensuring a seamless handover and integration of maintenance systems and processes.
- Manage the maintenance team by actively recruiting, training, and developing staff. Create a culture of continuous improvement and learning, ensuring team members are proficient in the latest maintenance technologies and practices.
- Oversee daily maintenance activities, ensuring compliance with safety, quality, and environmental standards. Implement regular reviews to enhance procedures and safety protocols.
- Continuously evaluate and improve the maintenance management system (CMS) to enhance efficiency and effectiveness. Implement advanced maintenance technologies, such as predictive analytics and IoT (Internet of Things) devices, for real-time monitoring and maintenance optimization.
- Implement and refine a preventive maintenance program to minimize unplanned downtime and extend the lifespan of equipment. Regularly review and adjust the maintenance schedules based on equipment performance and data analysis.
- Champion a reliability-centered maintenance strategy that focuses on maintaining system function, identifying, and managing equipment risks, and optimizing maintenance tasks to improve reliability and performance.
- Monitor and report on maintenance key performance indicators (KPIs), adjusting strategies as needed to improve efficiency and equipment reliability. Use data analytics to inform decision-making and demonstrate the value of maintenance activities.
- Liaise with the operations team to prioritize maintenance activities and minimize downtime. Foster a collaborative environment between maintenance and operations to ensure alignment on objectives and maximize plant performance.
- Ensure continuous improvement of maintenance processes through the adoption of industry best practices, technological advancements, and feedback from maintenance teams and operations.
Training and Development
- Develop and maintain a Concentrator Maintenance and engineering departmental structure that adheres to ArcelorMittal policies, enables teamwork and personal development while focusing on the achievement of results.
- Develop a comprehensive training program for all maintenance personnel, emphasizing skill development, safety practices, and team collaboration. Encourage and facilitate professional development opportunities, including certifications, workshops, and courses, to build a highly skilled and motivated team.
- Ensure all members of the Concentrator Maintenance and engineering department have clearly defined accountabilities and roles and that individual development plans are in place to enable goals to be achieved.
- Ensure all members of the Concentrator Maintenance and engineering department receive feedback on their performance and participate in a formal GEDP and performance review processes.
- Develop a succession plan for future Concentrator Maintenance and engineering direct reports.
Financial/Budgeting
- Develop and manage the maintenance budget, ensuring efficient allocation of resources and cost-effective procurement of tools, parts, and services. Regularly review expenditure against the budget, adjusting as necessary to meet financial objectives.
- Review capital requirements for Concentrator Maintenance and engineering functions operational readiness items, to meet the long-term objectives of the Company.
- Identify specific areas for cost improvement for the Concentrator Maintenance and engineering functions during the operational readiness phase and ensure the development and implementation of action plans to achieve these gains.
Management of Departmental Resources
- Organizes departmental resources to meet sectional objectives.
- Co-ordinates the activities of direct subordinates via planning and report back meetings.
- Maintains and encourages cohesiveness, teamwork, and morale.
- Ensures the correct manning levels with appropriate competencies and skills are in place for the section.
- Manages budgets (requested and allocated) and thereby costs, for the achievement of planned activities and objectives.

Requirements for this Position:
Essential
- Bachelor’s degree in Mechanical Engineering, Electrical Engineering, or a related field.
- Minimum 15 years’ proven experience in maintenance management, preferably in the mining sector or heavy industries.
- Strong knowledge of maintenance strategies (predictive, preventive, and corrective) and best practices.
- Experience with CMMS and inventory management systems.
- Excellent leadership, communication, and organizational skills.
- Ability to work effectively in a dynamic environment, adapting to evolving project phases.
